Capabilities approach
Development is judged by what people are actually able to do and be, not by income.
What it commits you to
Sen and Nussbaum propose evaluating a society by people's substantive freedoms rather than by resources or achieved function. The distinction between income and capability is the key analytic move, and it is the reason a system that maximises measured satisfaction can leave a population less capable than one that did not. It also offers a ready critique of welfare-optimisation systems.
