Tripwire
A pre-committed threshold that triggers an automatic slowdown rather than a new debate.
What it commits you to
A tripwire is a capability or behaviour measure defined in advance, with the response attached to it in advance. Its purpose is to move the decision to a moment when nobody is under pressure to continue. Its failure mode is equally well known: a tripwire that fires too often is ignored, and one that fires too late is theatre.
