Non-proliferation
Keeping a capability of catastrophic misuse away from as many actors as possible.
What it commits you to
Applied to AI, non-proliferation means restricting access to frontier training and to the specific capabilities that enable misuse. It is the frame that makes export controls legible to policymakers who already understand nuclear non-proliferation. Its structural difficulty is that compute is far easier to hide than a warhead, and hiding it is far cheaper.
