The US Bureau of Industry and Security tightened advanced-computing controls in 2022, 2023 and 2025, and allies have followed with their own. Export controls are the only currently operating mechanism that has actually reduced anyone's access to frontier training capacity. They are also jurisdiction-dependent, which is precisely the gap the mechanism was designed to close.
