Frontier developer
An organisation training systems at the edge of available capability.
What it commits you to
Frontier developers are the small set of organisations whose training runs determine what capability exists at all. They carry most of the governance burden and have most of the private incentive to define thresholds in terms favourable to themselves. Whether that is a structural problem or a presentational one depends on whether external verification can be built.
